Duties
As the Human Resource Manager you will lead, motivate and mange a small Human Resource Team, reporting directly to the Field Unit Superintendent and participating as a member of the management team. You will be responsible for the delivery of the full range of Human Resources Services to both Jasper National Park and Fort St. James National Historic Site. 

As the Human Resources Manager, you are a collaborative problem solver who enjoys partnering with colleagues and clients, who continuously seeks to improve their work and who loves to bring new ideas forward. You will deal directly with a diverse group of managers and clients with various backgrounds including natural resource management, visitor experience, asset and infrastructure management, finance and external relations.

You will be responsible for providing strategic advice and guidance on a wide variety Human Resources issues such as performance management, resolution of issues, grievances and investigating, disability management, recruitment and talent development for both a seasonal and year-round workforce.

Intent of the process
The intent of this process is to staff one indeterminate position in our Jasper National Park.
A list of qualified candidates may be established through this process to staff identical or similar positions within Parks Canada Agency, whose duration could vary depending on the position being staffed (i.e. determinate period or permanent) and whose language profiles and security requirements could vary.

Education:

Graduation with a degree from a recognized university with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed;
OR
Certification as Human Resources Professional;
OR
Graduation with a degree from a recognized university with acceptable experience in human resources.

Grandparenting Clause: Indeterminate and term incumbents of positions in the PE group in Parks Canada Agency and the Public Service on or before October 3, 2008, and who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience.

An acceptable combination of education, training and experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard.
Degree equivalency
Experience:
Significant experience in providing advice and guidance to senior management on complex human resources issues. (see notes)
Significant experience providing operational services and strategic advice, to clients relating to Labour Relations (or) Staffing/Resourcing. (see notes)
Experience in providing advice and guidance to clients in more than one HR Disciple: such as Human Resource Planning, Classification and Organizational Design, Disability Management, Occupational Health and Safety, Employment Equity, Learning and Development, Staffing/Resourcing, Labour Relations or Compensation. 
Experience preparing presentations and writing briefing notes or reports.
Experience managing OR leading human resources. (see notes)

NOTES:

1. SIGNIFICANTis defined as the depth and breadth of experience normally associated with the performance of a broad range of complex duties for a period of approximately three (3) years. Clear and specific examples should be provided by candidates in their application and demonstrate evidence of accountabilities and deliverables.
2. COMPLEX issues are issues with at least two (2) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact. Candidates need to clearly demonstrate the complexity.
3. SENIOR MANAGEMENT is defined as Director level positions such as Chief Officer level positions, Vice Presidents, Field Unit Superintendents or similar and above.
4. EXPERIENCE IN MANAGING HUMAN RESOURCES is defined as; applicants must clearly demonstrate that they have supervised staff, assigned work, managed and assessed performance and developed or contributed to the development of staffing plans. Applicants must indicate the number of staff they supervised. Clear and specific examples should be provided by candidates in their application and demonstrate evidence of accountabilities, deliverables and level of complexity.
5. EXPERIENCE LEADING HUMAN RESOURCES is defined as; applicants must clearly demonstrate that they have led people or work teams and oversaw work activities, provided day-to-day operational and functional guidance to staff, coordinated and assigned workloads, developed job aids, and provided coaching, mentoring and formal training. Clear and specific examples should be provided by candidates in their application and demonstrate evidence of accountabilities, deliverables and level of complexity.

NOTES:

Management of financial resources: Applicants must show evidence of managing and being accountable for a budget, as well as being responsible for sound financial management planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.
Additional Knowledge:
Knowledge of current human resources challenges and trends in Parks Canada and in the greater Public Service of Canada;
Knowledge of pertinent human resources management legislation and policies.
Operational Requirements:
Willingness to work irregular hours, overtime, weekends and/or statutory holidays and provincial/territorial holidays, when required;
