Assessment accommodation

Duties
Coordinates, conducts and prepares Impact Assessments (IA) to maintain the environmental and commemorative integrity of Parks Canada natural and cultural resources. Conducts environmental surveillance to monitor the performance and efficacy of mitigation measures. Coordinates environmental management system programs, including greening operations and contaminated site assessment and remediation. Provides leadership and advice on locally sensitive projects or policies.

Intent of the process
This process is intended to fill one indeterminate vacancy.

This process may be used to create a list of qualified candidates to staff similar positions with various tenures, security levels or linguistic requirements.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)
EDUCATION:
Graduation from a recognized university with an undergraduate degree in resource management, conversation biology or other environmental science relevant to the position (environment science includes biology, ecology, forestry, soil science, geology or geography).

Degree equivalency

EXPERIENCE:
Significant experience* preparing impact assessments and/or facilitating environmental protection regulatory processes;
Significant experience* in projects and activities involving the management of natural and cultural resources, including performing environmental surveillance and monitoring for construction activities (e.g. logistics, site inspection, delivering environmental briefings, recording or documenting site surveillance information, data/sample collection, erosion/sediment control, procedures for working in or near water);
Experience working with other government agencies, industry, the public and other stakeholders with respect to impact assessment and/or regulatory processes; and
Experience providing advice to managers on mitigation strategies for construction projects, environmental management issues, and regulatory and/or assessment obligations.

Significant experience is defined as experience acquired during five (5) or more years of relevant experience.

ADDITIONAL EXPERIENCE:
Experience in managing contaminated sites and remediation projects.
Experience in carrying out projects in collaboration with Indigenous groups or Indigenous organizations and/or experience in consulting with Indigenous groups or Indigenous organizations.

Information on language requirements

KNOWLEDGE:
Knowledge of Parks Canada's mandate, legislation and policies and their application to land use plans and projects.
Knowledge of the principles of impact assessment, site assessment, site remediation, as well as of environmental protection in a regulatory context.
Knowledge of terrestrial and aquatic environments, and the vegetation and wildlife characteristics specific to Jasper National Park.
Knowledge of general environmental mitigations for construction projects and land restoration practices.
ABILITIES:
Ability to communicate effectively and diplomatically both orally and in writing to a variety of audiences (project managers, contractors, professional staff and team members).
Ability to analyze and interpret scientific and technical reports, and make recommendations to non-scientific managers.
Ability to conduct environment surveillance for construction projects, including the preparation of field notes and other technical/scientific reports.
Ability to plan and organize.

Conditions of employment
Reliability Status security clearance - You are required to obtain and maintain this security level throughout this employment at Parks Canada Agency.

Other Conditions of Employment:
You will be required to possess and maintain a valid Class 5 driver’s licence recognized by the province/territory applicable to this offer of employment.
You will be required to work shift-work, and/or weekends, and/or statutory holidays and provincial/territorial holidays as scheduled by your delegated manager. Compensation will be as prescribed in the Terms and Conditions of Employment applicable to you.
You must be willing to work and travel in a variety of terrains and weather conditions in the performance of the duties.
You will be required to work in adverse weather conditions.
You may be required to wear a uniform while performing your duties. In this case, Parks Canada will provide you with the uniforms you require in accordance with the Parks Canada Uniform Policy.
